
The Trump administration has leveled a devastating blow against Minnesota Gov. Tim Walz, accusing his state’s education officials of violating federal civil rights law by allowing biological males to compete in female sports and use female facilities.
On Tuesday, the U.S. Department of Education’s Office for Civil Rights and the Department of Health and Human Services jointly announced that the Minnesota Department of Education (MDE) and the Minnesota State High School League (MSHSL) are in violation of Title IX. The federal agencies concluded that Walz’s state government has for years ignored biological reality and sacrificed young women’s athletic opportunities in the name of so-called “gender inclusion.”
The findings stem from investigations that escalated earlier this year after President Trump issued his February 2025 executive order, “Keeping Men Out of Women’s Sports.” The order directed federal agencies to enforce biology-based standards in education and athletics, cutting off federal funds to entities that fail to comply with Title IX protections for girls.
Minnesota was already on notice. Reports surfaced in June that a male athlete at Champlin Park High School dominated the girls’ state softball championship. According to investigators, the pitcher allowed just one earned run over 35 innings, striking out 27 female opponents. That performance, officials say, robbed female athletes of a fair competition and exposed the consequences of Walz’s policy of letting boys play on girls’ teams.
“Now the Minnesota Department of Education and the Minnesota State High School League find themselves on the wrong side of Title IX by allowing males to compete in women’s sports,” said Craig Trainor, the Department of Education’s acting assistant secretary for civil rights. “The Trump Administration will not allow Minnesota or any other state to sacrifice the safety, fair treatment, and dignity of its female students to appease the false idols of radical gender ideology.”

The Trump administration has given Minnesota 10 days to come into compliance or face enforcement action. Federal officials laid out sweeping requirements in a proposed resolution agreement:
- Rescind or revise all state policies allowing males to compete in female athletics.
- Issue a statewide notice mandating sex-based separation in athletics and facilities.
- Restore to female athletes records and titles that were stripped from them by male competitors.
- Send apology letters to each of the affected girls.
- Submit updated Title IX compliance training materials to Washington for approval.
- Certify annually that all schools and leagues comply with biology-based Title IX standards.
Paula Stannard, director of HHS’s Office for Civil Rights, said Walz’s administration has failed “to recognize the fundamental biological differences between males and females—differences that justify single-sex teams and are essential to ensuring fair and safe competition for girls and women.”
The announcement marks a turning point in the Trump administration’s ongoing fight with Democratic-led states over transgender participation in sports. For Walz, who once brushed off concerns about fairness in girls’ athletics, the move could prove politically devastating.
The administration’s language made clear this is not simply about sports policy — it is about federal law and whether Minnesota, under Walz’s leadership, can continue to take federal education dollars while disregarding Title IX.
If Walz’s education department refuses to comply, the Trump administration could strip Minnesota schools of critical federal funding. The Justice Department’s Title IX Special Investigations Team has already been involved, signaling the White House’s determination to make Minnesota a test case for enforcing biological standards in women’s sports.
